Within the framework of the Pudong Innovation Forum 2025, the Liaoning Sub-Forum dedicated to digital transformation, artificial intelligence, and intelligent manufacturing was held. A delegation of the Republic of Kazakhstan took part in the event, including representatives of the National Academy of Engineering of Kazakhstan, leading universities of the country, and research institutes.
The Pudong Innovation Forum was established on the initiative of the Ministry of Science and Technology of the People’s Republic of China and the Government of Shanghai Municipality and is one of the key international platforms for discussing priorities of scientific and technological progress as well as cooperation in high-technology sectors. The Liaoning Sub-Forum focused on addressing practical challenges of industrial modernization, developing smart manufacturing, and expanding bilateral cooperation — from pilot implementations to technology localization.
During an official reception hosted by the Governor of Liaoning Province, Wang Xinwei, the head of the region warmly welcomed the Kazakhstani delegation led by the Vice-President of the National Academy of Engineering of Kazakhstan, Academician Amandyk Kuatovich Tuleshov. In his response, Academician A.K. Tuleshov emphasized that the relations between Kazakhstan and China, based on principles of good-neighborliness and friendship, create favorable conditions for the systematic and dynamic development of cooperation between universities and research organizations in scientific, practical, and educational fields. As a clear example, he cited joint projects between the Shenyang Institute of Automation of the Chinese Academy of Sciences and the Institute of Mechanics and Machine Science named after Academician Ö.A. Zholdasbekov in the development of robotic systems and artificial intelligence methods. The reception once again confirmed the high level of trust in Kazakhstani partners and the importance of expanding cooperation in science, technology, and innovation.
In addition, Academician A.K. Tuleshov delivered a presentation at the plenary session of the Liaoning Sub-Forum, highlighting the particular relevance of the Kazakhstani delegation’s participation in the context of the Address of the President of the Republic of Kazakhstan dated September 8, 2025. He emphasized the country’s strategic focus on accelerated digital transformation, the development of an artificial intelligence ecosystem, and the strengthening of international scientific and technological cooperation. The venue in Shenyang not only reaffirmed these high-level priorities but also became a practical mechanism for their implementation through joint projects, technology transfer, and the training of scientific and engineering personnel.
The delegation also included the Rector of Rudny Industrial University, N.P. Saparkhozhayev; the Chief Manager of the Development and Business Administration Department of Semizbay-U LLP, NAC Kazatomprom JSC, A.D. Altynbek; the Director of the Institute of Mechanics and Machine Science named after Academician Ö.A. Zholdasbekov, Z.G. Ualiev; the Director of the Department for Research and Innovation at the International Engineering and Technology University, M.Zh. Kuatova; as well as representatives of higher education institutions and research organizations.

At the round-table discussion, a speech was delivered by the Rector of Rudny Industrial University, Nurbek Saparkhozhayev. He emphasized the role of state programs of the Ministry of Science and Higher Education of the Republic of Kazakhstan — in particular, the AI Sana initiative and other sectoral programs supporting universities — in forming a “generation of AI” capable of developing applied solutions for industry.

“Today, we are building a talent lift: from student artificial intelligence laboratories to prototypes and further to serial production. Kazakhstan is entering the architecture of the global knowledge economy not as an observer, but as an equal co-author,” the speaker concluded.

The Institute of Mechanics and Machine Science named after Academician Ö.A. Zholdasbekov and the Shenyang Institute of Automation of the Chinese Academy of Sciences (SIA CAS) have been developing cooperation in robotics and intelligent manufacturing systems over the past three years. Within the partnership, joint scientific research, academic exchanges, and personnel training are being carried out. As a result, the Kazakhstan–China Center for Robotics and Intelligent Systems was established in Almaty — a unique platform for the development, testing, and large-scale implementation of advanced industrial technologies.

As part of the visit, the delegation also visited SiaSUN, one of the largest manufacturers of industrial robots in China. The parties confirmed their readiness to localize assembly, organize service support, and establish an engineering center at the Institute of Mechanics and Machine Science named after Academician Ö.A. Zholdasbekov in Almaty. This initiative will be oriented toward the markets of Kazakhstan and Central Asia.
The agreements also envisage the development of a roadmap for collaborative and logistics robots, personnel training programs, and the establishment of a demonstration and pilot production site to showcase solutions that can be rapidly adapted to the needs of domestic enterprises.

During the visit, Rudny Industrial University and the International Engineering and Technology University signed memorandums of cooperation with the Shenyang Institute of Automation of the Chinese Academy of Sciences (SIA CAS). The documents provide for the development of joint educational tracks in artificial intelligence and robotics; implementation of applied R&D projects with industrial partners from China and Kazakhstan; organization of internships and short-term academic exchanges for young scientists and students; as well as the creation of consortia to participate in international grant programs.

The event became a significant step in strengthening Kazakhstani-Chinese relations, creating new opportunities for technology transfer, and integrating domestic developments into the international innovation ecosystem.
The visit was practice-oriented and results-driven, built in accordance with the “science – education – industry” triad, and fully aligned with the strategic course of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, aimed at accelerated digital transformation and the development of an artificial intelligence ecosystem. Following the outcomes of the visit, the parties agreed to launch new joint projects in robotics and intelligent manufacturing, expand educational programs in AI and digital technologies, and prepare pilot implementations and technology transfer for Kazakhstani enterprises.
